[HLMainPic] Clarke was born 1824, commissioned from RMA Woolwich (first in his batch) 1844; served a few years in UK then in Australia, NZ, Surveyor-General of Victoria 1853 & Member of the Victorian Legislative Council; became Governor of Singapore & the Straits Settlements 1873-75; on the council of the Viceroy of India 1875-80 (inc. 2nd Afghan War); Commandant of the Royal School of Military Engineering at Chatham 1881–82 & Inspector-General of Fortifications in England 1882-86.
